On December 27, 2017, a donor meeting was held at the Agency on statistics under the President of the Republic of Tajikistan which was attended by the Director of the Agency – Ms. Hasanzoda G.K., UNDP project implementation groups, representatives of the World Bank, IMF, FAO, UNFPA, UNICEF, GIZ, JICA, USAID, World Health Organization, International Labor Organization, representatives of ministries and departments, divisions and departments of the Agency, MCC, Main Department of the Agency on statistics in Dushanbe and the Project “Implementation of the National Strategy for Development of Statistics” under the Agency on statistics under the President of the Republic of Tajikistan.
The donor meeting was opened with the introductory speech of the Director of the Agency on statistics under the President of the Republic of Tajikistan, Ms. Hasanzoda G.K., who noted that the Agency on statistics in cooperation with state organizations authorized to maintain the state statistics through cooperation with international organizations of the UN, assumed the function of monitoring of indicators on achievement of sustainable development goals at the national level.
The Agency on Statistics jointly with government agencies will have to ensure the implementation of a set of organizational and methodological activities included in the Roadmap on the formation of official data on indicators monitoring to achieve the sustainable development goals.
This monitoring will be carried out through the national reporting platform for the Sustainable Development Goals.
Moreover, it should be noted that Tajikistan presented the Voluntary National Review of 2017, entitled “Improving the standard of living by integrating the main objectives of sustainable development into national development policies”. According to the Voluntary National Review, the key instruments for inclusion of the SDG into the national development policy are adopted NSDS-2030 and the Medium-Term Development Program until 2020. At the same time, Tajikistan faces the task of integrating the SDF values into sectoral policies and localization of SDG at the regional level.
Then Deputy Director of the Agency on statistics under the President of the Republic of Tajikstan, Mr. Kiyomiddin Davlatzoda spoke in detail on the theme “Tajstat support by international organizations for ensuring quality monitoring of the SDG". In his speech, Mr. Davlatzoda noted that the role of international organizations as partners of the Agency in the implementation of various programs and conduction of monitoring is of great importance. At the same time, it was noted that the UN system will also coordinate its actions with sustainable development goals with state institutions in the following areas:
• information, initiatives to promote and raise awareness of the SDG;
• support in transition of the global tasks of the SDG into actual national tasks;
• identification and dissemination of practical tools which support the implementation of the SDG;
• provision of channels and platforms for the exchange of experience;
• support and provision of services in capacity building in various areas that will benefit from this support, etc.
The Director of the Agency on statistics noted that in November-December 2017, UNDP provided support to the Agency on statistics in attracting the international and national consultant to develop a Roadmap for the development of official statistics on SDG. These experts were Mr. Mikhail Pelekh and Mr. Babadzhanov Rustam Mirzoevich. In its turn, Mr. Babadjanov Rustam Mirzoevich presented a presentation on the SDG and the role of statistical bodies in monitoring the SDG indicators.
Ms. Rajabova N.S. - Head of the Department for Register, Classification and Statistics Dissemination of the Agency on statistics under the President of the Republic of Tajikistan spoke about the development of the roadmap, tasks and prospects.
At the donor meeting, the first presentation of the results of the Labor Force Survey was held in July-August 2016, which was presented by Mr. Kulov A. - Head of the Department of Demographic, Social Statistics and Employment. In his speech, he noted that this survey was carried out within the framework of the Project “Implementation of the National Strategy for the Development of Statistics under the Agency on statistic of the Republic of Tajikistan” and is the third national labor force survey conducted by the statistical bodies of the Republic of Tajikistan. It should be specially noted that Tajikistan was the first country among the CIS member countries and one of the first countries in the world where a full-scale employment survey was conducted entirely based on the latest international recommendations of the ILO. Another important factor was the use in LFS-2016 for the occupations classification of the population in the labour force of the International Standard Classification of Occupations 2008 (ISCO-08).
The following results were also published:
• In 2016, the working-age population in the Republic of Tajikistan between the ages of 15 and 75 years living in households amounted to 5314 thousand people out of which 2559 - thousand were men and 2755 - thousand were women.
• The number of manpower in the working-age population was 2252 thousand persons.
• The national level of participation of the working age population in the labour force was 42.4 percent.
• The employment to working age population ratio was 39.4 percent.
• The working-age population has increased in Tajikistan from 3980 persons in 2004 to 4707 thousand persons in 2009 and to 5,314 thousand persons in 2016, i.?. between 2004 and 2016 the annual growth rates were about two percent.
• Employment was 2096.5 thousand persons, while the share of the employed population in urban areas in the total number of employed has increased slightly from 20.0 percent in 2004 to 24.5 percent in 2009 and to 24.6 percent in 2016.
• 133.4 thousand persons were employed in the informal sector or 15.6% of the total number of employees.
• The employment rate of women (40.5 percent) was significantly lower than among men (59.5 percent).
• The share of women among those holding top management positions was 24.1 percent, and etc.
Then Ms. Minakova S. - Head of the SNA Department of the Agency on Statistics under the President of the Republic of Tajikistan presented a presentation on the use of the results of the “Labor Force Survey – 2016” in the SNA calculations.
Mr. Rizoev N. - Deputy Head of the Department for Population and Housing Censuses of the Agency on Statistics under the President of the Republic of Tajikistan presented a presentation about UNFPA support in conducting the Population and Housing Census - 2020 who noted that with the financial support of UNFPA, normative acts were adopted; draft budget of the population census for 2017-2023 and draft census questionnaires were prepared, workshops were held for employees of local statistical bodies and employees on population censuses of cities and districts on preparations for conducting of pilot census and the population and population and housing census of 2020, the experience of Belstat was studied on the use of new technologies in the population census (using tablets and GIS technologies) and etc.
The main areas were presented at the donor meeting which require the support of international organizations in the preparation and successful conduction of the 2020 census and pilot census of 2018.
Ms. Hasanzoda Gulnora noted that currently of the priorities of the Agency on statistics is the satisfaction of users needs. Based on the results obtained, the Agency on statistics is planning to include the proposals received to improve the quality of the data, the quality of the publication, the Agencys website and the data dissemination services for new projects. It is also proposed to take into account the suggestions of users in the development of a new strategy for the development of statistics for 2018-2022.
Preliminary results of “Surveys of users of statistical information” were presented by Mr. Qosimov Kh. - Head of the Department for consolidated economic analysis and international relations. In his presentation, he noted that the survey was conducted in November-December 2017 by the Agency on statistics.
The user s survey was carried out by statistical target groups of statistical information users.
The percentage of returned questionnaires was as follows:
- via e-mail: 30%
- traditionally on paper: 85%.
Statistical information satisfaction was mainly expressed in the range of 2-4 (satisfied, somewhat satisfied and partly satisfied).
The following information is regularly used: on SNA and GDP, price statistics, sectoral statistics, agriculture, demographic statistics and regional statistics, and to a lesser extent financial statistics, environmental statistics, foreign trade, employment, incomes and poverty.
Users mainly receive official statistics from the Agencys official publications, the Agencys Web site (90%), publications/websites of international organizations (21%) and official press releases/ the Central Bank website (17%).
Official statistics are mainly used for general economic information, as well as for analyzing trends in order to form a long-term strategy and analysis with a view to adopt a short-term decision, as well as using official statistics for research purposes.
To what extent the official statistics are available, a large number of respondents replied that it is fairly easy available, only 3.4% of respondents answered that it is very difficult.
To the question “Are you satisfied with the frequency and timely publication of official statistics for your purposes”, more than half of respondents are satisfied - 70%, 15% are completely satisfied and 10% are not satisfied.
Users expressed their appreciation for the collection of data, posting of materials on the site, publication of thematic digest and conducting user surveys, etc. and also made a number of recommendations and suggestions.
At the end of the discussions of all speeches, the Director of the Agency on statistics under the President of the Republic of Tajikistan, Ms. Hasanzoda G.K. expressed gratitude to all organizations and partners. Ms. Hasanzoda noted that we are always open to any dialogue that will bring benefit to all parties.
