Within the framework of the Project Implementation of the National Strategy for the Development of Statistics, the visit was made by the International Tourism Statistics Expert, Ms. Dita Zemite to the Agency.
According to the Twining Partnership Contract signed between the Agency on Statistics under the President of the Republic of Tajikistan and the Joint Venture (Consortium) headed by DevStat, the visit is being made during period of November 20 to 24, 2017, by a non-key expert, Ms. Dita Zemite.
The main purpose of the non-key expert mission is to assist the AS staff in measuring the expenditures of tourists entering Tajikistan with a special emphasis on living expenses and expenditures associated with outside officially registered tourist locations and established routes (e.g. eco-tourism organized without official intermediary agencies).
On November 20, Ms. Dita Zemite met with representatives of the Trade and Services Statistics Department of the AS and MCC on the following issues:
• current and past experience in collecting data on tourism (study of offer and demand);
• the main results of the activities of the Interdepartmental Working Group established in Tajikistan for the development of the tourism industry in the country;
• the main users of tourism statistics (expenditure data) in Tajikistan and their needs;
• problems associated with carrying out a border survey and assessing tourism expenses in Tajikistan.
On November 21 a presentation on the experience of the border survey and assessment of (inbound and outbound) tourism in Latvia since 1997 and the experience of other developing countries was carried, which was attended by the representatives of the Ministry of Economic Development and Trade, the Committee for Tourism Development in Tajikistan, the specialists of the Agency on Statistics and the Main Computing Center.
The seminar was opened by the First Deputy Director of the Agency on Statistics, Mr. Shokirzoda Shodmon Sharif, who noted the importance of the tourism sector in the countrys economy, which is currently one of the priorities of economic development. The Committee for the Development of Tourism in Tajikistan has been established where the statistical bodies are interested in improving the accounting of this industry as well. As one of the main priorities, this issue is included in the Project Implementation of the National Strategy for Development of Statistics and an expert from Latvia was invited by the Project, as the country that carried out such a border survey.
In addition, the Head of the Trade and Services Statistics Department of the Agency on Statistics, Mr. Firdavsi Asmatbekov spoke at the presentation on the tourists flow account, problems and possible ways of their solution in the Republic of Tajikistan.
On the other days of the experts stay, the discussions were held on the possible ways of organizing the border survey in Tajikistan, its necessary components and presentation of the necessary changes that should be included in the questionnaire for the assessment of tourism expenditures in Tajikistan; the development of a form for collecting data on expenditures for inbound and outbound tourism.
The expert prepared a draft methodology manual on the border survey designated for interviewers and their heads, training on the organization and conduction of the Border Survey in Tajikistan and presented recommendations.
