A donor meeting was held at the National Statistical Agency on December 26, the aim of which was to share and discuss problems with the international donor community to support the development of the national statistical system of Tajikistan.

This meeting was attended by representatives of international organizations: the World Bank, FAO, UNFPA, the International Labor Organization, the Turkish International Cooperation Agency (TIKA), UNICEF, Aga Khan Foundation, the Japan International Cooperation Agency (JICA), UNDP, European Union, the ministries and agencies, and others.
Hasanzoda Gulnora, the director of the Statistical Agency noted that the Statistical Agency prepared the National Strategy for the Development of Statistics for 2012-2016.

The strategy was approved by the Government and major donors who expressed their willingness to support the implementation of the NSDS. They are the UNECE, the Statistics Norway, the World Bank, FAO, the German organization for International Cooperation (GIZ), the Turkish agency for International cooperation and Development (TICA), and DFID.
TAJSTAT-II project was prepared on the basis of the NSDS.

This project was designed to support the implementation of the National Strategy for the Development of Statistics (NSDS) in four main areas:
strengthening the institutional capacity of the Statistical Agency and the NSS;
improving the production of statistical data;
improving the dialogue between users and producers, and
strengthening the material-technical base, IT and automated data processing.
TAJSTAT-II project will be financed by the Europe and Central Asia statistic (ECASTAT) Trust Fund, the program regional trust fund established to assist countries to improve their statistical systems.

Norov K.D., the deputy director highlighted areas of the activity covered by the ECASTAT and what is expected from its implementation.  
There was a presentation of other projects to be implemented in 2015, which cover unforeseen activities in the ECASTAT project, and the tasks that face the statistical offices but were not included in any project funded by the development partners.

In particular the development of the private sector leads to difficulty in collecting information on labor market statistics, as most amount of private entrepreneurs are individuals who do not provide the statistical offices with information.
The only source of information on employment in the private sector is the Labor Force Survey. The survey with the World Bank technical support was carried out in the country only twice – in 2004 and 2009.

The completeness and timeliness of the registration of births and deaths by civil registry offices within the period established by law.

Survey of small and medium-sized businesses. (the Government of the Republic of Tajikistan has set the task for the statistical offices to assess the development of entrepreneurship at all levels and to develop proposals and measures to improve cooperation within the frame of the Action Plan for implementing the Program for state support of business for 2012-2020).

Retail trade costs survey (currently we lack information on the amount of material costs and financial expenses of subjects of trade, geography and sources of origin of the goods, stock of goods necessary for the further work of trade enterprises and individuals. This information is also necessary for the calculation of GDP and National Accounts).

Preparing for the 2020 Census will begin in 2015. Preparation will require technical assistance in the organization of the regulatory framework for organization of study tours to develop a model questionnaire for the upcoming census and implementation of GIS for census mapping.

The very low level of using modern information technology makes it difficult to practice dissemination and transfer of data; creation of a corporate network between the regional statistical divisions and regional statistical offices is important.
The representatives of international organizations have supported the importance of these issues, especially regular labor force surveys, surveys of small and medium-sized businesses and they are ready to contribute to those activities that are directly related to their activities.

It was suggested that the information should be placed on the Agency website for those activities that do not have funding, and conduct regular meetings with donors.
