Results of state statistics bodies activity for 2012 and plans for 2013
Statistical Agency under the President of the Republic of Tajikistan, planned and carried out its activities on the basis of the Annual Message from the President of Tajikistan to Parliament of the Republic of Tajikistan dated 20 April 2012, the Law of the Republic of Tajikistan “On State Statistics”, Regulations on the Statistical Agency, the program of statistical works for 2012, as well as orders of the President of the Republic of Tajikistan.
In 2012, the Statistical Agency received 132 resolutions and 265 requests from the Government of the Republic of Tajikistan, as well as 943 letters from the ministries and departments, which were duly and timely responded to by the Agency.
The program of statistical works for 2013 was approved by the Resolution of the Government of the Republic of Tajikistan “On approval of the program of statistical works for 2013”. Besides, the Government of the Republic of Tajikistan adopted the Resolution “On provision of the local administration bodies in rural settlements and djamoats with rural household registers”.
Pursuant to the Message from the President of Tajikistan to Parliament of the Republic of Tajikistan dated 20 April 2012, three statistical reporting forms on financial statistics were simplified. The work on simplifying of other statistical reporting forms is still ongoing.
Following the Resolution of the Government of the Republic of Tajikistan “On action plan for implementation of tasks, assigned by the Annual Message from the President of Tajikistan to Parliament of the Republic of Tajikistan dated 20 April 2012” (No. 177 dated 28 April 2012), the Statistical Agency implemented a number of essential activities, as described below.
During the reporting period, the Statistical Agency in cooperation with World Bank experts, revised and improved questionnaires used for integrated household budget surveys as well as introduced additional modules for health care, labour market, and social protection. Development of a new software for data processing is ongoing.
As of 1 January 2013, a number of registered economic agents amounted to 257,1 thousand (including 250,8 thousand under the “single window” system), of them 223,7 thousand were registered as individual entrepreneurs. During the reporting period 63,3 thousand economic agents were liquidated, of which 62,5 thousand agents were individual entrepreneurs. At present, a number of registered businesses exceeds 193,8 thousand (including 187,5 thousand under the “single window” system), of them 25,9 thousand agents are the legal entities, while 161,2 thousand are individual entrepreneurs.
In 2012, the Methodological Council reviewed and approved four statistical forms, two questionnaires and instructions for pilot agricultural census, one migration registration card, eight questionnaires for household budget surveys, twelve tables for population census, and fourteen intradepartmental statistical reporting forms.
Following the requests from local statistical bodies, as well as sectoral departments and divisions of the Agency, more than 5,5 million copies of statistical reporting forms were duly printed and distributed for use in 2013.
In total, during the reporting period, state statistical bodies implemented 9309 statistical activities.
In particular, the Statistical Agency jointly with the relevant ministries, especially with the Ministry of Agriculture, implemented a number of activities in the area of preparation to the agricultural census in 2013 (item 5, para. 2 of the Government,s Decree dated 24 January 2012 No. 34 “On the results of socio-economic development of the Republic of Tajikistan in 2011 and objectives for 2012”). The pilot agricultural census was conducted in Sarband (Khatlon oblast) during the period from 14 October to 5 November 2012. Currently, the data encoding and database update are ongoing.
In 2012, the Statistical Agency prepared and released a number of publications on 2010 population and housing census. The Government of the Republic of Tajikistan and other users were provided with the following information and publications: “The number and distribution of the population of the Republic of Tajikistan”, “The number of long-livers in the Republic of Tajikistan”, “Population of the republic of Tajikistan by ethnic composition, language skills, and citizenship”, “The educational level of the population of the Republic of Tajikistan”, and “The number and composition of households in the Republic of Tajikistan”.
The Agency prepared and released the report “On results of 2010 population and housing census” and databook “Population of the Republic of Tajikistan based on 2010 population and housing census”. The results of 2010 population and housing census were published in newspapers “Djumhuriyat”, “Minbari Halk”, and “Halk ovozi”.
On 7 December 2012, a roundtable discussion on "The main results of the 2010 population and housing census" was organized with financial support from the United Nations Population Fund (UNFPA) in the Republic of Tajikistan, with participation of representatives from the relevant ministries and agencies, as well as mass media.
In 2012, the Statistical Agency prepared and released 35 statistical books, 199 bulletins, 61 information papers, and 180 express information papers. The monthly report “On socio-economic situation in the Republic of Tajikistan” was prepared based on the classification of economic activities, which corresponds to the international standards.
The Government of the Republic of Tajikistan was provided with macroeconomic indicators for 20 years (1992-2011). At the same time, the Agency prepared and presented to Majlisi Milli Majlisi Oli of the Republic of Tajikistan the macroeconomic data for 1992, 1997, 2001, 2005, 2010, 2011, and first half of 2012 with a breakdown by oblasts, Dushanbe, and regions of the republic of subordination.
Pursuant to the Government,s Decree dated 24 January 2012 No. 34 “On the results of socio-economic development of the Republic of Tajikistan in 2011 and objectives for 2012”, a number of working groups were established to ensure reliability of statistical data, accurate data recording and compilation.
The Statistical Agency prepared and presented to the Ministry of economic development and trade a number of suggestions for the draft 2013-2015 PRSP paper.
As part of data sharing activity, the Agency prepared and shared with UN, UNFPA, OECD, World Bank, WTO, FAO, United Nations Educational, Scientific and Cultural organization, and other international institutions the statistical information, prepared in accordance with the international standards. During 2012, the Agency sent 394 statistical papers / works to the CIS Statistical Committee.
The Agency prepared a draft National Strategy for Statistics Development for 2013-2017 and submitted to the World Bank for finalization and financing. In December 2012, the Statistical Agency was visited by experts from the Norway Statistical Department; as a result, the memorandum of understanding between the Statistical Agency under the President of the Republic of Tajikistan and Norway Statistical Department for institutional cooperation for 2013-2016 was drafted. The long-term objective of the Project is to enhance a role of official statistics in Tajikistan, support the Agency,s activities in improving effectiveness of the statistical system of Tajikistan.
The Agency was visited by the mission for Global Assessment of the National Statistical System comprising experts from United Nations Economic Commission for Europe, EUROSTAT, and European Free Trade Organization.
A workshop on CensusInfo technology was conducted by the United Nations Statistics Division (UNSD), in partnership with UNICEF and UNFPA to help the country disseminate its census results on CD-ROM and on the web.
An overview training on the use of DevInfo technology was conducted for staff of the Statistical Agency and the Ministry of Economic Development and Trade.
On 25 May 2012 the Statistical Agency within “Gender and Democratic Governance in Development: Delivering Services for Women” Project conducted a round table discussion of "Assessment of gender statistics in social protection". The round table was attended by experts from the Ministry of Labor and Social Protection, representatives of "UN Women", UNICEF, Public Fund "Panorama", etc.
The Agency prepared and released a statistical book “Women and Men in the Republic of Tajikistan"; the publication was posted on the Agency,s website.
TransMONEE Database meeting was conducted at the Statistical Agency with participation of the Vice-chairwoman of Commission on Child Rights under the Government of the Republic of Tajikistan, Head of the UNICEF in Tajikistan, representatives from the ministries of education, health, justice, labor and social protection, economic development and trade, the department of children,s rights in Dushanbe, the General Prosecutors Office, and others.
In 2012, a training workshop on questionnaire for medical and social assessment was organized with participation of the international expert and more than 160 staff from the Statistical Agency and its regional bodies. Fieldworks for Medical and Social Assessment were conducted in all regions of the republic during the period from 4 August to 24 September 2012. Data processing is ongoing.
With support of the International Labor Organization, the Statistical Agency completed fieldworks for child labour survey. The survey is being conducted within the Child Labour Survey and Development of Child Labour Database in the Republic of Tajikistan Program.
In 2012, 224 staff of the statistical agency had business trips within (143) and outside (81) the country for data verification, providing support to local statistical bodies, participation in seminars and working meetings, gaining experience from near and far abroad countries.
In 2012 the Agency carried out its activity in accordance with the Law of the Republic of Tajikistan “About public service”. Pursuant to the President,s Decree No.1349 dated 14 September 2012 “On changes in the President,s Decree No.862 dated 22 April 2010”, a number of staff positions in the system was reduced by 85 positions, of which 14 staff positions were reduced in the central office, and 14 positions - in the main computer center. Currently, the Statistical Agency consists of 6 departments, 4 stand-alone divisions, and 2 sectoral units. The regional statistical bodies include 15 departments, 25 divisions, and 28 sectoral units in cities and regions. The Agency has 514 public employees, of which 223 persons (43.4%) are females, and 210 persons (40.9%) are young people below 35 years old. The main computer center has 115 staff.
Below are the objectives for 2013:
1. Fully implement the program of statistical works for 2013;
2. Improve collection and analysis of statistical data with consideration of transparency principles and international statistical methodologies; jointly with the relevant ministries and departments, and local executive government bodies;
3. Conduct agricultural census in the Republic of Tajikistan;
4. Jointly with the relevant ministries and department, implement necessary actions for introducing the National Classifications of Goods and Works in all branches of economy;
5. Jointly with the Ministry of Finance and the National Bank of Tajikistan, complete preparatory work for transition to the IMF,s Special Data Dissemination Standards;
6. Conduct a pilot integrated household budget survey based on the improved questionnaires with introduced additional modules for health care, labour market, and social protection, and using a new software for data processing;
7. Gradual processing of statistical reports with application of new software;
8. Improve labor discipline
9. Attract joint investments for development and implementation of the National Strategy for Statistics Development for 2012-2016
10. Fulfill its activity in full compliance with the Law of the Republic of Tajikistan “On State Statistics of the Republic of Tajikistan”
11. Improve the process of calculation of quarterly GDP
12. Improve data processing in accordance with classification of economic activities and classification of goods and services;
13. Summarize results of the Global Assessment of the National Statistical System by EUROSTAT, and gradually implement its recommendations
14. Continue transition to E-reporting by enterprises and establishments in Dushanbe.
