IMF Special Data Dissemination Standard assessment mission, Dushanbe, June 14-27, 2012

On 14-27 June there will be an IMF Special Data Dissemination Standard assessment mission in Tajikistan comprising of Mr. Zdravko Balyozov, economist of the IMF Statistics Department, with regard to the Funds Data Standards Initiatives, which include the General Data Dissemination System (GDDS) and the Special Data Dissemination Standard (SDDS).

 On June 14 a meeting was held at the Statistical Agency attended by the management and specialists from the Statistical Agency, the Ministry of Finance and the National Bank of Tajikistan. Mrs. Mukhammadieva B.Z., the Agency Director, made an opening speech in which she welcomed the participants and noted that we appreciate the importance of the IMFs Data Dissemination Initiative in terms of data dissemination in accordance with the SDDS and the GDDS in order to develop the national statistical system, which should gradually move to the statistical methodology adopted at the international level and respond to the strict SDDS requirements. She also emphasized that we hope the IMF mission will assess the current situation and provide with recommendations on what steps should be done by Tajikistan to meet all the requirements for a subscription to the standard.

Mr. Zdravko Balyozov made a presentation of the Special Data Dissemination Standard: the origin, the SDDS goals, which is set as a guide for the Member States (which have or may seek access to the international capital markets) to provide the public with economic and financial data; to facilitate prevention or mitigation of the severity of financial crises by improving access to the information, which is crucial for the policy makers and participants of global capital markets. The countries subscribing to the SDDS should comply with the requirements of the SDDS various parameters and elements and provide the IMF with necessary information for publication in the Dissemination Standards Bulletin Board (DSBB). The SDDS includes the data of real sector; fiscal sector; financial sector; external sector; about population.

 In his second presentation “Data Quality Assessment Framework” Mr. Balyozov informed that the IMF has developed a framework for data quality assessment in the area of data dissemination. Data Quality Assessment Framework is used as a tool for assessing the of data quality in the following statistics: national accounts, consumer price index, producer price index, government finance statistics, monetary statistics, balance of payments statistics, statistics on external debt. The following quality parameters are used: guarantees of impartiality, reliability of methodology, accuracy and reliability, serviceability and availability.

The mission will last until June 27 to assess the current situation in the Statistical Agency, the National Bank of Tajikistan and the Ministry of Finance of the Republic of Tajikistan.

 Tajikistan has been participating in the GDDS since November 2004 and uses the General Data Dissemination System as a framework for further development of macroeconomic, financial, social and demographic statistics. One of the possible conditions to strengthen the national statistical system is full compliance with the SDDS requirements. At present out of 71countries of the world, seven CIS countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia and Ukraine) have acceded to the IMF standard and placed the data both on their national websites and the IMF website.
